Uganda: some reflections on human sacrifice

Human sacrifice is a widespread phenomenon in Uganda while some specific regions are notoriously known for their ritualistic killings. Yesterday, November 5, I posted an article on the sentencing of a man from Mayunge District who had killed his son for personal gain in 2017, and the day before, on November 4, I posted an article on a mother in the Kiira region who had killed two of her children, also for ritual purposes. These are not isolated cases as the following demonstrates.

Two witchdoctors in the Kamuli District were arrested earlier this year, suspected of a ritual child sacrifice while in Luwero District on January 7 an 8-year boy was kidnapped from his family’s courtyard and found back without head, fingers and toes. In November 2022 two men from Kayunga District were found guilty of child sacrifice committed in 2009. Within Uganda the Kayunga District has earned the dubious reputation of being one of the most notorious killing places.

Kayunga District shares this reputation with the Kiira region (Wakisi District, Central Region). The most recent ritual murder case in this region is the one reported above but also in August 2022 a man and his wife in Jinja District were arrested for killing their child in a ritual practice. In May 2021 police in Kayunga District had to protect a man from a mob threatening to kill him after he had allegedly killed two of his children for rituals purposes.

In July 2022 a spike was reported in human sacrifices. I’m afraid that the child sacrifice and other ritual murder cases mentioned in this report (see my July 11 posting) and the above mentioned murders are just the tip of the iceberg. After all, it is only logical to assume that not all ritual killing cases are being discovered or reported. An unknown number of children or elderly people, victims of ritualistic practices, may have disappeared without leaving traces.

Since 2021 convicted ritual murderers in Uganda may face the death penalty. In May parliament enacted the Prevention and Prohibition of Human Sacrifice Bill, 2020, which includes the capital punishment or life imprisonment for any person found guilty of human sacrifice. The bill inspired me to some reflections – see my May 7 posting.

Since the enactment of the bill a number of convicted ritual murderers have been sentenced to heavy sentences and many years in prison, but the ugly phenomenon has not been eradicated. It’s a sad reality.

On November 13 I posted on this website a report on the notoriety of Kayunga District in Uganda when it comes to child sacrifices and ritualistic murders. In this posting I mentioned the case of Allan Ssembatya – then a six-year old small boy – who was cut with a machete and left fighting for his life in a forest. The offence was committed in Busolo Village, Kayunga District, in 2009. Luckily, Allan was found alive. Two men were arrested for attempted murder; recently they were sentenced to 40 years in prison. Both Allan Ssembatya and the the convicts, Awali Kivumbi and Paul Ngaswireki (see photo), were residents of Busolo in Kayunga Sub-county, Kayunga District.

Thirteen years after the incident took place justice was delivered. Hail to the Uganda judicial system! Nevertheless the foregoing, ‘prevention is better than cure’: all efforts should be made to prevent these crimes through proper education and the eradication of superstition.

Two get 40 years in jail over ‘child sacrifice’

Court has sentenced two men to 40 years imprisonment each after they were found guilty of attempting to behead a six-year-old boy for ritual sacrifice.

Chief Magistrate Sarah Tusiime yesterday sentenced Paul Ngaswireki and Awali Kivumbi, after evidence linked them to attempting to murder Allan Ssembatya who was cut with a panga (machete) and left fighting for his life in a forest. 

He was only discovered by his grandparents while in a coma.

“In light of the above evidence, submissions and the law, the prosecution has provided its case beyond a reasonable doubt that A1 and A2 are guilty of the offense of attempted murder of Ssembatya Allan contrary to Section 204 of the Penal Code Act,” held magistrate Tusiime.

The prosecution led by Mr Edward Muhumuza states that the offence was committed in 2009 in Busolo Village.

Ssembatya is now 19 years and in Senior One.

At the time of the incident, Ssembatya was six years old and in Primary Two at Busaale Church of Uganda Primary School, Kayunga. 

In her ruling, the magistrate held that the conduct of the two convicts before, during and after the commission of the act was wanting.

The magistrates explained that Kivumbi, had been a good neighbour and even visited Ssembatya’s family quite often in hospital.

“It makes one believe that the frequent visits by A2 (Kivumbi) were to monitor the health of the victim or to conceal their participation. Such conduct is enough to prove that indeed there was malice aforethought,” held Ms Tusiime.

The magistrate also observed that the body parts damaged were the neck, head, skull, shoulder and testis.

The victim and the convicts were all residents of Busolo in Kayunga Sub-county, Kayunga District.

The convict was in their first trial acquitted for lack of evidence. However, the Director of Public Prosecutions (DPP) appealed, leading to yesterday’s verdict.

Present at court were the father of the victim and a number of anti-child sacrifice activists from Kyampisi Childcare Ministries, a non-governmental organisation.

The magistrate branded the case as purely one for “child sacrifice”.

Both convicts asked for lighter sentences.

“I have 12 children and two wives and I was their breadwinner. I now don’t know what my family is up to,” Kivumbi said.

Mr Peter Sewakiryanga, the executive director of Kyampisi Childcare Ministries, said he had relocated Ssembatya’s family for their safety.

“My belief is that now we have a precedence that, however long it takes to get justice, when there is will by the community, justice can be delivered,” Mr Sewakiryanga said.

Uganda: father kills his two children for money ritual – police prevents mob justice

Ritual murders, human sacrifices, money rituals, they recently resulted in the enactment of a law by the Ugandan parliament introducing the capital punishment for convicted perpetrators of these heinous crimes. Meanwhile reports on these atrocities continue to dominate the local news. It is again a shocking story. 

In Jiira Village in Bbaale Sub-county, Kayunga District, a father allegedly killed his two young children (7 and 3 years old) for ‘money ritual’. The police had to intervene to prevent a crowd from attacking the 46-year old man and lynching him.

Kayunga District has a bad reputation for human sacrifice. In 2018, a witchdoctor was arrested with five bodies at his shrine. See for more details the second article below which also contains more child-sacrifice murder cases including one involving businessman Godfrey Kato Kajubi who was found guilty of murdering a 12-year-old boy for ritualistic purposes in October 2008.

A 46-year-old man, Musilumu Mbwire, has been arrested for allegedly killing his two children for money ritual at Jiira Village in Bbaale Sub-county, Kayunga District, Uganda, Daily Monitor reports. (See below – webmaster FVDK

The body of one of the two children, Latif Kamulasi, 7, was exhumed by police pathologists on Tuesday, May 13, but that of his sibling, 3-year-old Sahum Baizambona, could not be located after a long search.

The police say the father confessed to having slit his children’s throats after his employer asked for their blood promising to pay him Shs4 million and a commercial building at Bbaale trading centre.

“My boss promised me Shs4m and a house if I sacrificed my children and gave him the blood, but he has so far paid me Shs100,000,” the police quoted Mr Mbwire to have said. 

His employer, however, has denied any involvement in the shocking killing. Both men are in custody at Kayunga Central Police Station to assist police with investigations into the outrageous deed.

The police say producing the suspects in court to be charged, has been delayed by public holidays for President Museveni’s swearing-in on Wednesday and Idd-ul-Fitr on Thursday.

Spokesperson of the Criminal Investigations Directorate spokesperson, Mr. Charles Twine, said during a media briefing two weeks ago, the suspect’s brother, Mr. Simon Kibubu, who lives in the same area, said he got concerned when he discovered that two of Mbwire’s children were missing.

“When Mr Kibubu asked his brother where the children were, he claimed he had taken them to their sister, Mary Kantono, who lives in the same parish,” Mr Twine said.

But when Mr. Kabubu asked Ms. Kantono about the children’s whereabouts, she said she was unaware. This prompted Mr. Kibubu to notify the area defense secretary, Mr. Asuman Bagala, and lodge a complaint with the police at Bbaale. The police then promptly arrested Mbwire. 

Mr Twine and his team combed the bushes in Jjiira Village as the children’s father walked them from one spot to another to locate his children’s remains.

Three locations that Mr Mbwire had pointed out as burial spots turned out false, enraging more the charged crowd and police investigators. The crowd, among whom were relatives and residents, hurled insults and curses at the father.

Mr Mbwire then led the group to a site where they had burnt charcoal several months ago. There he was given a hoe and dug out lumps of damp and loosened soil with the help of some area residents.

More scoops yielded the decomposed body as tears rolled down the cheeks of some of the bystanders, who demanded the police surrender the suspect to them.

But the police quickly stepped in to shield Mr Mbwire from attack, but handed him gloves which he wore to scoop out the body of his son. Mr Twine said the suspect told them he buried Kamulasi in late March.

After exhuming the first body, the suspect led them to a forest where he said he had buried the second child, Baizambona. But the police failed to locate the body after digging up at several sites he had led them to. At 7pm, the police called off the search and promised to return later. 

Mr Twine said they would resume the search this week and castigated people who look for wealth through human sacrifice.

“Wealth is gotten through hard work, not human sacrifice,” he warned.

The body of Kamulasi was taken to Mulago national referral hospital for a post-mortem as scene-of-crime officers and other detectives continue to gather more evidence.

Police said they plan to submit the case file to the resident state attorney soon for a decision on whether the preferred charge of murder against the suspects is sustainable.

Jiira Village in Bbaale Sub-county, Kayunga District, was on Tuesday engulfed in grief as police dug up the body of one of two children allegedly killed by their father in a suspected ritual sacrifice.

The residents, especially women, yelled and wailed as police pathologists exhumed the decomposed body of Latif Kamulasi, 7.
The body of his sibling, 3-year-old Sahum Baizambona, could not be located, even after a long search.

The police say the children’s father, Musilumu Mbwire, 46, confessed to have slit the throats of his two children after his employer asked for their blood on promise for Shs4 million payment.

A police detective knowledgeable about the inquiries said the suspect, during investigations, said he was promised a commercial building at Bbaale Trading Centre. But his employer has denied any involvement in the shocking killing.

By press time, both men were in custody at Kayunga Central Police Station to assist police with investigations into the outrageous deed.

The grim incident comes only days after Parliament passed a law that criminalises human sacrifice.
The Prevention and Prohibition of Human Sacrifice legislation, introduced by Ayivu County MP Bernard Atiku, was enacted by Parliament last week and only awaits President Museveni’s approval to provide a death sentence as the highest penalty for any person convicted of the offence.

Soon, a blanket in which he wrapped Kamulasi’s body popped out, driving up emotions as the crowd surged forward, threatening to lynch Mr Mbwire.
More scoops yielded the decomposed body as tears rolled down the cheeks of some of the bystanders, who demanded the police surrender the suspect to them.

But the police quickly stepped in to shield Mr Mbwire from attack, but handed him gloves which he wore to scoop out the body of his 7-year-old son, whom the police said he had confessed to killing and secretly burying in March.

As he pulled out the remains from the shallow grave, some of the body parts dropped off as a horrid stench blew over the area.
The residents went wild as they surged to grab Mr Mbwire, but others were overwhelmed and broke down, crying uncontrollably.
Mr Twine said the suspect told them he buried Kamulasi late March.
After exhuming the first body, the suspect led them to a forest where he said he had buried the second child, Baizambona. But the police failed to locate the body after digging up at several sites he had led them to.

As darkness fell at 7pm, the police called off the search and promised to return later this week.

Discovery
During a media briefing two weeks ago, Mr Twine said Mr Mbwire’s brother, Mr Simon Kibubu, who lives in the same area, got concerned when he discovered that two of Mbwire’s children were missing.

Background- Police report
The recent police crime report for 2020 shows that 4.7 per cent of the cases reported in 2020 were a result of child-related offences, with 9,225 cases of children/juveniles as direct targets/victims of crime, compared to 10,596 cases reported in 2019

Other cases     
In 2016, Times Ssemakula was arrested by police at Old Kampala Police Station on charges of sacrificing his own two children. A case vide SD38/23/10/2016 was entered in the police station book.

In 2008, Businessman Godfrey Kato Kajubi was convicted for the murder and he was sentenced to life imprisonment. Masaka High Court Judge Justice Mike Chibita found Kajubi guilty of murdering 12-year-old Joseph Kasirye in October 2008.

Prosecution told court that Kajubi committed the crime on October 27, 2008 when he hired witchdoctors Umar Kateregga and his wife Mariam Nabukeera to kill Kasirye, a pupil of Kayugi Primary School in Mukungwe Sub-county in Masaka District, for ritual purposes. According to the prosecution, Kajubi cut off Kasirye’s head and genitals and disappeared with them to be used in his real estate businesses in Kampala, Jinja and Masaka.

In April, police in Kiboga arrested parents of a three-year-old child following the killing of the juvenile in a suspected child-sacrifice ritual.
Preliminary investigations indicated that the child had left home to play with the neighbours’ children.

The police sniffer dog led detectives to the first scene where the clothes of the missing child were recovered soaked in blood.
Also recovered at the same place was a body part suspected to be a lower lip chin of the victim.

The sniffer dog further led the detectives to another scene at Kanoga swamp where a mutilated body of the victim was recovered.
Other body parts of the child had been cut off from the deceased’s body by the assailants and were visibly missing.

One of the persons implicated in ritual killing and burial of five people in a shrine in Kisoga Village, Nazigo Sub-county in Kayunga District has been sentenced to five years in prison after he pleaded guilty.
Joseph Kibuuka, alias Junior, pleaded guilty to murder charges but court reduced the charge to being an accessory to the murder under the plea bargain process. 

After the sentencing, Kibuuka turned into a prosecution witness. He entered the witness box and testified against the five other accused persons with whom he had been indicted for murder of five people among them Zulaika Nansamba Mirembe.

Other suspects are Ssebuyungo alias Owen Sonko (witchdoctor/ herbalist); Muhammad Wamala alias Vincent Bob; James Lutwama; Fred Kiiza Ssemanda and Issa Walakira.

In his testimony, Kibuuka said the deceased Mirembe came to Ssebuyungo’s shrine one evening in May and they had a meal with her and Wamala in a trading centre before going back to Ssebuyungo’s shrine.

“At around 9pm, we (Wamala, Mirembe and Barbara, a sister of Ssebuyungo) drove back and they dropped me at my place near Ssebuyungo’s shrine. Wamala told me not to close the door because he was to sleep at my place but he did not come. In the morning when I went to clean the shrine, I found a fresh grave and did not see Mirembe. I was scared and feared to say anything,” Kibuuka narrated.
According to Kibuuka, after sometime Ssebuyungo and Wamala had disagreements which prompted Wamala to report a case of murder to police.
 
He said it is Wamala who trained Ssebuyungo in witchcraft but could not tell how other bodies were buried in the same shrine. 
He said he worked at the shrine for few months as a cleaner.

“Get rid of this evil”: High Court judge calls govt to ban all shrines in Uganda

A High Court judge has asked government to ban shrines throughout the country, a local news daily has reported.

Judge Margaret Mutonyi while addressing hundred at an event organised by one Christian Charity and advocacy organisation, Kyampisi Childcare Ministries (KCM) said Parliament should enact a law to ban shrines in this country.

“If I had powers, I would have ordered immediate demolition of all shrines to get rid of this evil since they are semi-permanent structures where owners can easily be compensated,” she said.

Her appeal comes at a time reports on the practice of ritual killing and human sacrifice continue to make headlines in the country. This is a ruthless practice of removing body parts, blood or tissue from an individual, alive or dead. A victim that survives sacrifice is left with traumatizing consequences for the rest of their lives.

Earlier this month, Police officials confirmed the arrest of six witch doctors after five human bodies and a skull believed to be of a child were retrieved from their shrines in Kayunga District. They have been remanded on murder charges, sources said.

“We should not only look at stopping this evil of child sacrifice but look at the genesis of this problem. I work in Mukono where shrines (owners) thrive and camouflage as traditional healers while using funny things like blood. Parliament should enact a law to ban shrines in this country,” Margaret Mutonyi said, according to the Daily Monitor.

The Judge urged that shrines have no place in the modern world.

“We are faced with this brutality but those who are still alive have no body parts and are suffering even when their tormentors are punished. But with the looming amendment (in the laws), they should include psycho-socio support to victims and treatment by government,” the judge advised.

Justice Mike Chibita, the Director of Public Prosecutions according to the media outlet urged the public to join the fight against human sacrifice.

“It takes a village to raise a child, let us continue with that role and strive to protect the children,” he said.

Uganda: ‘We wanted wealth!’ Four witch doctors arrested over ritual murders tell Police

KAYUNGA – Police in Naggalama has arrested four witchdoctors for alleged ritual killing.

A disappearance report of Mirembe Zuraika was filed at Naggalama Police Station on August 11 and Police mounted a search leading to the arrest of the witchdoctors.

The DPC Naggalama ASP Jessica Naawe confirmed that the relatives of Mirembe reported a case of the disappearance of their daughter and tipped off police that she had talked of having an appointment with a one Owen Sebuyungo, a 24-year-old witch doctor.

In his confession, Sebuyungo narrated that Mirembe visited his shrine for help since she had been possessed by evil spirits (empewo).

Sebuyungo then contacted his spiritual consultant a renowned witchdoctor Mohammed Wamala alias Bob who enticed him to murder Mirembe.

Wamala allegedly told Sebuyungo that he would amass lots of wealth if he could cut off the head of a female human being.

Following leads, police conducted further investigations leading to the arrest of a syndicate of witch doctors that are believed to have participated in the heinous act.

Upon thorough questioning, the four confessed to having welcomed Mirembe at the shrine and at dawn, beheaded her and buried the head in the shrine.

The suspects then led Police to the shrine where she had been buried.

Shockingly five bodies buried in a rather disturbing position were exhumed.

Wamala told Police he had ferried over eight females from his home in Ganda Nansana, murdered and buried them at this shrine located in Ntunda Kayunga.

Police has also recovered a number of items that include spears and pots filled with fresh blood suspected to be human blood.

Blood samples have been picked, taken to the Government Analytical Laboratory (GAL) while the recovered bodies that had decomposed beyond recognition have been taken to Mulago hospital for DNA test so that the relatives can identify them.

“The search is still going on. We suspect more bodies must still be buried under the remaining five shrines,” ASP Naawe said.

Police has since cordoned off the area as the search for more evidence continues in this strange murder case.
The four suspects identified as Junior Kibuuka, Fred Kiiza Semanda, Wamala Muhammed and Owen Sebuyungo are detained at Naggalama Police Station.

Police in Naggalama, Mukono District and operatives from Chieftaincy of Military Intelligence (CMI) have arrested a traditional healer and also recovered five bodies from his shrine in Kisoga village, Nazigo sub-county, Kayunga District.
The Naggalama police division police commander, Ms Jesca Naawe, identified the suspect as a 27-year-old a renowned youthful traditional healer.
Ms Naawe explained on Saturday that the five bodies, one believed to be of a woman, and the rest of male adults, were dug from three shallow graves which were found in the suspect’s shrine.

Kayunga- Security operatives yesterday retrieved a skull of a child when they resumed a search at a witch-doctor’s shrine in Kisoga village, Nazigo Sub-county in Kayunga District where five human bodies were recovered last Saturday.

The main suspect, Mr Owen Ssebuyungo, 27, and three other witch doctors are being held in separate detention centres.

The five bodies, one being of a woman, were dug up by police assisted by residents at Ssebuyungo’s grass-thatched shrine.

The security team resumed the operation at around 2pm although it was interrupted by a downpour.

The residents and police from Kayunga and Naggalama police stations used hoes to dig up the entire compound, which had five shrines, as the suspects watched.

By press time, police had recovered a skull of a child at the shrines, but the excavation was still ongoing.

More bodies

“We have come back to dig up the entire area because locals told investigators that they think there are still more bodies which were buried in the shrines,” Mr George Obia, Kayunga District Police Commander said.

Police have since Saturday maintained presence at Ssebuyungo’s shrine, which has been declared a scene of crime.

A house belonging to Ssebuyungo’s mother, standing a few metres from the shrines, looked deserted as she reportedly fled after her son’s arrest about a week ago.

Ssebuyungo, according to locals, lived with his wife in Kabimbiri town in the neighbouring Mukono District and only came to his shrines to attend to clients. His father Charles Ssonko, now deceased, was also a witch doctor.

The Local Council One chairman, Mr Bernard Ssekizira, said the discovery of human bodies at the shrine has left the residents in shock.

“Although we had heard rumours that Ssebuyungo was involved in suspicious acts of kidnapping people, we never took it seriously until Saturday when human bodies were discovered at his shrine,” Mr Ssekizira said.
He said the incident has tainted the image of their village, adding that people will start shunning the area.

He urged authorities to investigate activities of all witch-doctors in the area to arrest whoever is engaged in criminal acts.

Following the incident, Kayunga Deputy Resident District Commissioner Yahaya Were said they had stopped all activities of witch doctors in the district until the registered association of traditional healers goes to the district to verify the honest healers from the unscrupulous ones.

Residents in Mukono also told investigators that Ssebuyungo and his accomplices had another shrine in Kiwungi village in Ssi Sub-county, Buikwe District which they abandoned a year ago.

Police did not say whether they would also search the abandoned shrine.
Kampala Metropolitan police spokesperson Luke Owoyesigyire said one of the suspects, Wamala, had revealed to police that he often took young girls from his Nansana shrine to Kayunga shrine for offering to the gods.

“We arrested Wamala and while in detention at Naggalama Police Station, he confessed that he ferried eight women to this shrine. At the shrine, we recovered four bodies, a human skull and pots containing blood-like liquids but we suspect there could be more bodies in this shrine,” Mr Owoyesigyire said.

Women murders

He said police had not yet discovered the whereabouts of the said women but highly suspect they were murdered in ritual sacrifice within the shrine premises.

Last week police recovered the body of Allen Nakiyingi, a teacher in Kira Municipality in Wakiso District, buried in her lover’s house in Matugga town, in the same district.

She had gone missing for three weeks. The house in which Nakiyingi’s body was retrieved belonged to her boyfriend’s mother who is also a witch-doctor based in Kayunga District.

Purpose

Confessed: Ssebuyungo told security that they sacrificed human beings to woo many clients to their shrine.
The bodies, which had decomposed beyond recognition, were retrieved from shallow graves and a Shs5,000 note was placed on each of them.
Spears and pots of blood, suspected to have been drawn from human beings, were recovered at the shrine and taken to the Government Analytical Laboratory for investigation.
The bodies were taken to Mulago Hospital for DNA testing.

Kayunga- Angry residents of Kisoga village, Nazigo Sub-county on Tuesday morning destroyed a house belonging to the mother of Owen Ssebuyungo, a witch doctor and key suspect in the murder of six people whose bodies were retrieved from his shrine on Monday.

The area LC2 chairperson, Mr Mohammed Kagimu, on Tuesday said the angry residents stormed Margaret Ssonko’s home at around 5am after the police, which had maintained presence in the area since Saturday, had left.

“Given the anger residents had, there was no way they could spare his parents’ home and crops,” Mr Kagimu said.

After destroying the home, they pounced on her garden and destroyed crops such as coffee and bananas. By 9am on Tuesday, residents were still seen cutting down the crops.

Fleeing for safety

Ms Ssonko reportedly fled the area a week ago after her son was arrested by Chieftaincy of Military Intelligence officers.

Ssebuyungo, together with three other suspects; Juniro Kibuuka, Fred Kiiza Semanda and Muhammed Wamala, are detained at Naggalama Division Police Station, according to Ms Jesca Naawe, the district police commander.

The Kayunga District Police Commander, Mr George Obia, criticised the residents for taking the law into their own hands.

He said on Monday evening, the police used a grader to excavate suspected crime points since tools such as hoes and mattock could not do the work in a short time possible.

He said apart from the child’s skull and bones that were recovered on Monday, no other bodies were found.“Our investigators have now gone to Nansana to search Mohammed Wamala’s shrine,” Mr Obia said.

Investigations

He, however, said investigations into the case have almost been concluded adding that the files would be taken to the resident state attorney today for perusal. “Most likely they will appear in court on Friday or latest on Monday,” he said.

Ms Naawe said the suspects will be transferred from Naggalama Police Station to Kayunga Police Station.

This incident has prompted the Resident District Commissioner Rose Birungi, who heads the district security committee to halt all activities of traditional healers in Kayunga district, located about 50 kilometres from Kampala.
